How to get a subsidy in Ukraine, if you work abroad?

For the third month, there are new rules for allocating subsidies in the country. Because of them, half of Ukrainians who received it earlier, this summer were left without state assistance. Not everyone has a hope of getting a subsidy for the heating season, when the payment for utility services may well exceed the amount of wages or pensions.

The citizens who traveled for the territory of Ukraine for more than 60 days, as they are also called, “migrant workers”, and members of their families, are particularly concerned. After all, according to the rules, they do not have the right to a subsidy. However, this is not quite right.

Valentina Trubchaninova, the head of the decision-making department of the Social Services Office of Konstantinovska, told about “migrant workers” who can apply for a subsidy. First, if a person who works abroad has a permanent income in Ukraine (retirement pension, disability, child support, scholarship), then he/she will be given a subsidy, taking into account the amount of pension, state aid and scholarships.

As Valentina Vasilievna emphasized, the “migrant workers” who do not have income in Ukraine can also apply for a subsidy. But the rules for them are the same as the rules for non-workers in general. Two months prior to applying for a subsidy, one must pay unified social tax (819.06 UAH monthly). And three subsistence minimums – 5,286 UAH will be considered income, also monthly.

In addition, a unified social tax (UST) must be paid even after the subsidy is allocated, also monthly, during the entire period for which the subsidy was allocated.
