Zvanovskaya JTC is gradually reducing the base subsidy.
For the first year the Zvanovskaya rural community independently fulfills its budget and has direct inter-budgetary relations with the state budget. Sergey Ivakhnin, the advisor on local finance issues at the Donetsk Center for Local Self-Government Development, spoke about the expected implementation of the budget for 2018 and the forecast of transfers for 2019.
The planned indicators for own revenues and fees in this community amounted to 6.2 million UAH. By the end of the year, they expect to receive the same amount, which will be 100% of the planned appointments. Although the volume of own revenues of the Zvanovskaya JTC is one of the smallest among the JTCs of the Donetsk region, the community is looking for opportunities to get an additional resource in order to still fill its budget.
The draft state budget for 2019 provides for a basic subsidy of not more than one million UAH, which is 112 thousand less than in 2018. In 2019, the educational subvention will amount to almost 6,6 million UAH, which is 592.4 thousand more than in 2018. The arrival of a medical subvention in the next year is expected at a rate of 1.7 million UAH.
