The Cabinet of Ministers of Ukraine approved the concept of training specialists by the dual teaching method until 2023.
The corresponding decision was made at a government meeting, Interfax-Ukraine reports.
According to the Minister of Education, Lilia Grinevich, four out of ten companies in key sectors of the Ukrainian economy speak of a significant gap between the skills that graduates of universities have and the needs of companies.
“On the one hand, this indicates a disproportion in the training of personnel in vocational and higher education, and on the other hand, this indicates an inadequate level of training both in vocational institutions and in higher ones,” – she explained.
In this regard, she noted, it is necessary to develop partnership relations with business in the training of specialists.
Grinevich added that it is impossible to train a good specialist using old equipment; therefore it is necessary to involve employers in training future personnel.
Presumably, the relationship between students, universities and business will be regulated on the basis of a contract, where the duties of the parties will be prescribed.
It is noted that the essence of the concept is that the employer will take a direct part in teaching students.
The concept will be implemented in three stages.
The first stage (2018-2019 years) is the development of the regulatory framework for the introduction of a dual teaching method.
The second stage (2019-2020) is the development of generic models of a dual teaching method in educational institutions, implementation of pilot projects and performance evaluation.
The third stage (2020-2023) is the creation of clusters of dual education on the basis of competitive educational institutions.
We recall that dual teaching method is a type of training, in which the theoretical part of the training takes place on the basis of an educational institution, and practical is in the workplace. Enterprises make an order for a specific number of specialists; employers participate in curriculum-making. Students are practicing at the enterprise without separation from their studies.
